There is no single answer for the whole state. In Colorado, how long a temporary banner can stay up is set by the local city or county through its sign code. It can be different by zone, sign type, and property. Check the limit for your exact address with that city before you schedule a campaign.
Why the answer is local
Colorado cities each write their own sign rules. Denver controls signs through its zoning code and gives out zoning permits for signs on private property. Thornton's sign rules are in Chapter 18 of its Development Code, and the city has a separate page just for temporary signs. Federal Heights, Westminster, Northglenn, Commerce City, and Brighton each have their own rules too.
That is why a time limit copied from one city's rules could be completely wrong two miles away.
